September 2006
Presidents Message:

As I told you in the August Golden Rule Newsletter your executive board was going to meet and discuss the upcoming year. On Tuesday September 12th we did meet , some of the attendees were Steve Williams from Cambridge , Kevin Kennedy from Lincoln PD. , Scott Camilleri Concord P.D. Mike Mackinnon, Helen Gray and Myself from Marshfield P.D. The meeting was productive and we discussed a lot of issues. We did get an update on our financials from Ben Mackiewicz that is doing much better after his motorcycle accident. Ben said that we did get all the outstanding checks in from last years trainings, that’s great. Good work to Ben for keeping up with the financials some of the important topics were the upcoming trainings. The first being the November Training. This is going to be 1 day training sometime during the week of November 13th. The topic the training committee came up with is on Computer Crime. This is tentative to be a full day, possibly 9 a.m. to 3 p.m with registration around 8a.m. Steve Williams offered to have some of his contacts from the Cambridge Police Dept and the Secret Service to put on a full day of material that will enhance the juvenile officer, detective, patrol officer on the street to know how to handle these types of computer crimes. As well as preserving the crime scenes.

We will hopefully have a syllabus very soon to show what will be offered. What we are working on now is the “location” where will it be. We are in the process of finding a location that could support a larger crowd maybe 100 or more. We are looking at some colleges or some location that can support a larger group. As the training comes closer we will need to have an estimate on the amount of people that might attend. So, when we do have a definite date, time and location it is important for attendees to send us a registration form so we can have an accurate count .When that time comes it will be posted on the MJPOA Web Site.

This training is a joint training with the MJPOA/NASRO region 4
As you know the MJPOA and NASRO have join forces on conducting trainings to our members. This is the second year of our partnership and hope this continues in the future.

We are also working on the 2 day training that is proposed for April and this will be held in Leominster. We hope that current members will come out to our trainings and meetings when posted. We are also looking for interested members to show support in the organization so eventually we can start building up committees to go back to some of our other duties like certifications, scholarships and training committees. Please read the web site this is the only way we can communicate. I am sending current member’s emails also but if you haven’t sent your email address on your membership application we will be unable to send you anything.

If anyone has a location for trainings or might have a connection for the upcoming November training please contact me A.S.A.P. or .other board members.

Hope to see you all at the November Training. We will have a General Membership meeting possibly in December. Remember to send your renewal membership form to Ben Mackiewicz with the $25.

Respectfully,

Bob Quigley

August 2005 Executive Board Meeting:

The MJPOA Executive Board met at the Marshfield Police to discuss the upcoming year 2005/06. The E-Board members Lt Steve Williams, Marylou Powers, SRO Helen Gray, Sgt Ben Mackiewicz, Lt Kevin Kennedy and SRO Bob Quigley all had a informative meeting on the future of the MJPOA. We discussed about ideas of training that could be put on for our members and decided to wait until we talk with the membership to ask them what they want. President Quigley also told the board that a letter from the MJPOA went out to the Mass Chiefs of Police for their support. We also decided that this year wil be called "Year of Growth". We hope to increase our membership and to provide training to teach SRO's , Juvenile Ofc the training to guide them in the positions as school officers. We are also reaching out to school administrations to work on "Memmor of Understandings" Also there will be a link that would be devoted to training questions and also other questions that can be sent to: Mary Lou Powers or Bob Quigley at either address (see link). Our goal also is to have every member resubmit a new application with a check for $25 to Sgt Ben by mail. Our next meeting is September 8th at 12noon at the Bridgewaye Inn, in Marshfield. (read training section for directions) The MJPOA Web site is a communication network for you as members you need to read it , because there is no more "Golden Rule" being mailed out. We hope that you come out for this first meeting which will be in roundtable format and make this the organization "Second To None " for all Juvenile training and networking to anyone that works with juveniles or in the schools. Remember the MJPOA has the support the training council and we having the only Massachusetts Certification Certificates issued to all that complete the process.

President

Bob Quigley

P.S I would like to thank the membership and the MJPOA Board for all their support and to thank them for that "surprise" of receiving the "Hutch Award" 2004 that they held on till we met again. This is quite an honor and I will always cherish this award as many before me did.

First MJPOA Monthly Meeting
Thursday, September 8, 2005
Bridgwaye Inn, Marshfield, MA

Well, the MJPOA had its first meeting of 2005/06 at the Bridgwaye Inn in Marshfield. The turnout was good and we had five new members attend. It was great to see new, present and retired members showing up to our first meeting. As you the MJPOA has a new web page and this will be our newsletter and information lifeline to our organization. The MJPOA will no longer send out “Golden Rules” to addresses. Everyone that is a member and not a member can use this web site. So yesterday we emphasized that you as members must read the web site and see what is going on and when will we be having up coming trainings and meetings. As we have mentioned on the web site all members past and present must now send in a new membership application to Ben Mackiewicz and sent with $25 to our new P.O.Box 752, Middleboro, MA 02346. You can download applications from the site. (Please no PO’s (checks or cash)

It was great to see members from Duxbury, Medford, Hanover, Lincoln, Plymouth County District Attorneys Office, Marshfield, Past President (Retired) William Mahoney and a great surprise was our Police Chaplin Father Sean Connor. We’re sorry for a last minute call from Lt. Steve Williams from Cambridge P.D. and Mary Lou Powers from the Municipal Police Training Council that they had important assignments and were unable to come, but would be there in spirit. Being that our first meeting was a roundtable meeting we had all members introduce themselves and give a little background on themselves.

President Quigley called the Meeting to order at 12 noon, which included the reading of the minutes from the August E-board meeting. We then had a Treasurers report by Sgt
Ben Mackiewicz, which informed us about the MJPOA account and the Golden Account.

President Quigley then read some recent communications that had been typed and sent to the Mass Chiefs of Police Assn. Lt Kevin Kennedy informed us that the MJPOA would be placing this letter in the monthly magazine of the Mass Chiefs Of Police and hope this will retain their support for the MJPOA. One of our other goals is to have the E-Board make a presentation to the Mass Chiefs of Police.

Reports of Committees: At this time there were no committees, but President Quigley did talk about the success from our Cops’ and Kids Conference that was in Sturbridge that we ended with 2004. It was the success from all of the organization that make it a great conference. He also gave a (kudos) to Sgt Ben for all his continuing efforts to hang in as treasurer and his efforts during the past conference (Great Job Ben!!!

The meeting went on to explain to the new members what the MJPOA is all about and what we hope will continue for years to come. This year we have decided as a membership this will be called the “Year Of Growth”. This was Mary Lou’s suggestion, which was a good one. President Quigley said that we would like the MJPOA to be “Second to None” when it comes too juvenile training throughout Massachusetts.

One of the roundtable topics was what type of training would you, as members want to have this year. Duxbury SRO Friend Weiler came up with the first idea. This was to have some training on “Sexual related Crimes” and the procedures that should be followed. Barbara Farrihity from the Plymouth DA’s office said she would look into setting something up for possibly the November meeting.

Other ideas came from Juvenile Officer Mike Mackinnon on court procedures in the juvenile system and what really happens at court and how we can make them better as juvenile officers.

We also talked about school memorandum of understandings between school departments and police. What is the role of a SRO in the schools? Some of this information can be found on the (NAASRO) web site that was informed to us from officers from Medford and Marshfield.

The meeting took a short break while Father Sean said a brief prayer before we had a nice luncheon (free) but we did say to the members next time its on them!! Normal dues is $15.00.

After having that great lunch and getting to know all the new members we continued on with the meeting.

Bill Mahoney did bring up some new business relative to the retiring of former MJPOA President Bob Spencer. Bob will be retiring in October, congratulations to Bob on your retirement; you dedicated a lot of years to your profession and the MJPOA. It was brought up about having some of the MJPOA attend. President Quigley told Bill Mahoney that the E-Board has decided to buy a table at Bob Spenser’s retirement party. We will also be giving him his “Rocker” that is tradition with the MJPOA. Good luck Bob!!

SRO Friend Weiler brought up a great idea that was to have a link on our web site that would be for forms. Such as Boilerplates of “Memorandum of Understandings” Chins petitions, Juvenile Certifications forms, ETC. The Membership agreed this would be a great asset to our web page. (Good idea Friend) Soon to be added to web page.

The Kinlock AWARD that is usually in November will not be held this year and hope that when the membership increases we can nominate someone for this prestigious award.

We ended the meeting at about 2:30 pm and did say that the October meeting will be an E-Board meeting (TBA) and our next MJOPA meeting will be a training possibly a morning training in November. (T.B.A.) location and type of training. (Coffee, bagels will be supplied.

Please continue to check the web page and tell other officers in surrounding towns about the MJOPA.

See you in November!! There will be a RSVP for the November meeting to plan for the training (please Email early to Bob Quigley DARE@MARSHFIELDPOLICE.ORG or Tel 781-834-6655.

Anyone that would like to sponsor a monthly meeting or training site, please email or call.

We are also looking for positions for the E-board. ( 1 secretary and 3 Board of Governors) next meeting.

For Training information go to comments link and mail to Marylou.

Sincerely,

Bob Quigley

Presidents Message:

On Thursday, November 10th, we had the first training session of the 2005/06 year. This training was conducted by members of the Plymouth County District Attorneys Office. The meeting began with a welcome and introduction by President Bob Quigley. Plymouth DA Tim Cruz also gave a welcome and talked about the team effort between police and schools. The training that was implemented was conducted by Mrs. Mary O’ Sullivan/Smith which talked about several topics such as “Questioning Juveniles and Miranda. Other members of DA’s office also presented segments such as investigating sexual crimes (SAIN interviews) and last were juvenile diversion. The training was well received by those that attended. It was great to see so many school personnel and probation officers. This is so vital in having training not just for police officers but; moreover, to have the cooperation and understanding between the police and schools.

This training is the first of many to come within our M.J.P.O.A organization. I hope many of those that attended will tell their friends and fellow workers about the MJPOA. As for the police officers that attended please fill out your applications for membership A.S.A.P. so we can get you and your department on the roles of the MJPOA. Just mail it with $25 to SGT Ben Mackiewicz. I also sent the list of attendees to Marylou Powers to have certificates made up so we will have them for the next meeting.

As I mentioned during the training anyone can sponsor a monthly meeting in their communities and we will travel to your towns. Please let me know so we can set up a monthly meeting. Usually our monthly meetings consist of a location, such as a restaurant that could fit at least 25 people or more depending on how many sign up.

We then have old and new business and then a short speaker on some juvenile topic with a luncheon. The price of the luncheon is usually $15 to pay for the lunch fee. We also give out receipts. The first person to register for attending a meeting the lunch fee is waived. The Speakers lunch and Chief of that town also has their fee waived for sponsoring the meeting.

On Behalf of the M.J.P.O.A. I want to thank the Tim Cruz and the members Plymouth County District Attorneys Office for all their hard work on coming out to our first training this year. Especially Mary O’ Sullivan and Barbara Farerty. A special thanks to William Sweeney Director of Security at Whitman /Hanson High. SRO’s Brian Watson and Chris Lee. (What a Great New School) Mr. Sweeney said we could use this facility again if we schedule on time.

I also want to express my deepest sympathy to a good friend and fellow DARE officer that was taken away so soon SGT Bobby Cabrel. Bobby was so loved by everyone and he touch many people’s lives by doing what he did best. That was being a dedicated DARE/Juvenile officer who loved his job and truly believed in the philosophy of teaching the DARE Program. As DARE / Juvenile / SRO’s many of us know it’s not just a job it’s a lifestyle, which you give your heart and soul. I had the pleasure and honor to know Bobby and meet his family at many conferences. Bob You DARED to DO! And you did it well!!! WE will never forget!

The December Meeting is going to be announced soon as we find a location. If you are going to the next meeting or others please as a courtesy email President Quigley to have a count of who will be attending.

Sgt Ben gave us an update of the MJPOA account and also told us that we have increased our membership with new paid applicants. This was promising news! We also discussed the past two trainings that were conducted this year and received great feedback form the trainings.

Our guest speaker Dan Pernick presented a proposal to our board to have us CO/ Sponsor an upcoming training with NASRO which Dan also belongs to and is member of their E- Board. This conference is called “School Safety Conference” and will be on Friday March 31st at the Sheraton Colonial Hotel in Wakefield. There will be six different topics and the registration is $80 with lunch included. If you are interested in going you must have your application in by no later than March 24th 2006. This conference will be the first time Nasro has teamed up with the MJPOA in a joint conference and this is exciting to our board. We also will have a MJPOA table set up for application to join.

Our goal is in Massachusetts to have all School Resource Officers and Nasro graduates in Massachusetts belong to the MJPOA. The MJPOA working with the Mass Police Training Council hopes to offer all juvenile training that is required to become a school resource officer and be certified under Massachusetts’s guidelines.

MJPOA President's Message

February, 2006

The month of February will not have a General membership meeting for the MJPOA. So far this year 2005/06 has been a rebuilding year and we have acquired some good juvenile training. We also have increased our membership with new active members and this is very promising.
The MJPOA Web page has been instrumental in reaching our members and we express that you continue to read the web page for up coming events and trainings. We would also like to thank the Mass Chiefs of Police Assn for posting our letter in their November Issue of their magazine and their advice to have more juvenile training for School Resource Officers and also juvenile officers. The MJPOA has not only been around for over 50 years but continues though all the other fades of juvenile policing that continue to come down the line. It doesn’t matter what your title is SRO, DARE, GREAT officer we all work for the same purpose and the MJPOA can be the base for all juvenile training.

As for monthly meetings we would like to see more members open their towns up for meetings and trainings, if anyone is interested please email me or contact by telephone.

The MJPOA will be seeking interested members to become executive board members in the upcoming year. Possible positions like secretary, treasurer, etc.

We are planning a General Membership meeting for March , so if anyone is interested in sponsoring a location and a speaker please contact ASAP. The E- Board is in the planning process right know to have a two day training conference for possibly Mid April. This training will be with John Sheft on juvenile law and you will all get his book.

Other trainers might also be included. This training will have a fee and you need to make a reservation to get a seat , so we will be posting applications and information on the MJPOA web site ASAP. The location of the training is still to be announced after our E board meeting. There will be no purchase orders accepted for training fees . We need to have check made out to MJPOA and sent to Sgt Ben at the MJPOA WEB SITE.

Important Training!!!!!!!

We’ll the M JPOA had a very informative meeting with the N.AS.R.O. Executive board last Tuesday Feb 28th at the Salem P.D. in New Hampshire. Sgt Ben , Lt Steve Williams and myself attended. Others that were there were Detective Kevin Nolan , Lyoyd Burke, Bill Dexter, Dan Perenick , Wayne Kassotis , Richard Gallant, Gregg Chanplin. We worked out all the detail for the upcoming School Safety Conference. We are very happy to be involved in this worthwhile conference. Our goal is also to have NASRO members join the MJPOA and represent Massachusetts.

We also have good news all persons that attend the conference will receive two certificates. One will be from the school safety conference for attending and the other will be from the Massachusetts Municipal Police Training Council. The response so far has been great and we hope this to be an annual event each year. The board decided to have no separate break outs all who attend with will be in all classes. Please get your applications in ASAP to Dan Perenick.

As for upcoming MJPOA trainings we have set up some great training in May and June for our membership and anyone that wants to attend. There is limited room at those trainings being that it will be at the Natick Police Department. We have allotted 50 slots for John Shefts classes on Juvenile Law. The dates for the first training which will be a 2 day training at a cost of $150 that includes John Shefts Juvenile Law book (2006)
Day 1 May 9th and Day 2 May 10th 8-4pm. ( see attached training application under training link and send to the MJPOA PO Box no purchase orders.

Only fifty people can attend. To see applications go to the MJPOA TRAINING LINK and download the application.

For SRO’s and school officers do you know about the ISAFE Program. This is an Internet safety program that is sweeping across the country. I have also attached a training for officers in the Plymouth County area that might be interested. On April 25th in Marshfield at the Furnace Brook Middle School at 6:PM there will be an I SAFE representative to introduce the ISAFE program. For more information you can go to ISAFE.Com. (See attached training in Marshfield for area towns in Plymouth County.
Because we have had so much great training offered and the year is winding down we will probably have the last meeting of the year in June 2006 held at the Bridgewaye Inn in Marshfield to close this year. This will also be a meeting to introduce any new executive board members and talk about our goals for next year. We are very happy to all the new members which are about 35 paid members that are truly interested in the MJPOA. Hopefully by the end of the March and April conference we will bring those numbers up higher. I also want to thank the all the E- Board members for all your dedication to keep this organization strong.

Presidents Message:

I would like to thank all the members of the planning board for the first Annual School Safety Conference. Especially S.R.O. Dan Perenick from Winchester Police Department. Dan put a lot of work into the success of this conference, as well as NASRO Vice President Kevin Nolan, Lloyd Burke, Bill Dexter Wayne Kassotis, Richard Gallant, Gregg Champlin, Steve Williams, Ben Mackiewicz, Marylou Powers and Kevin Kennedy.

The Conference which was held in Wakefield was the first combined conference between the M.J.P.O.A and Region 4 NASRO. The Day was very informative and we had a great turn out of 223 attendees. Being this was our first joint conference we learned a lot of what you as members want to see and learn. One of the concerns was that the classes were too short. We have reviewed this and hope to expand the times a little longer at the next conference. We are also looking at the possibility of having a three day conference next year. The committee will be reviewing this over the summer.

We did get great reviews on the lunch and the service at the Sheridan Hotel. As for certificates hope all of you picked up your certificates at the end of the conference. The attendees that left their names and Sinn’s at the sign in table will also receive a certificate from the Massachusetts Municipal Training Council.

The MJPOA had a table set up and our board was there to give out membership applications and up coming trainings. This was a great day for networking and we made a lot of new friends, from school resource officers to school administrators. If you are not a member we would like to have you as a MJPOA member. Please send in the application from our web site and we will put you on the roles.

Also attending was (NASRO Vice President Det Kevin Nolan, SRO’s Lloyd Burke, Bill Dexter, Wayne Kassotis, Richard Gallant, Ben Mackiewicz, President MJPOA Bob Quigley and Lt Kevin Kennedy .This meeting was to talk about the evaluation of the School Safety Conference .At the conference we supplied evaluation sheets for each presenter. The overall comments of the conference were that the classes were too short, and we did agree on this. We hope to extend the hours on future trainings, possibly 1 ½ hrs each class.
One of the best positive comments was the lunch, which was great!!! (Good job Dan) As for the training many of the attendees found it very informative and useful in their job descriptions.

We also discuss about next year and are starting to work on a possibly 2- 3 day conference which will be similar to the one day in Wakefield. Some of the dates that were mentioned were early April before school vacation or Late March? ( we need you feedback) Overall! The conference was a success and we had over 223 attendees. Thanks to the REGION 4 NASRO ASSN for sharing it with us!!

Now! For the MJPOA Annual Two day Conference conducted by John Sheft at the Natick Police Department I want give Cudo’s and congratulations to Lt Kevin Kennedy for doing some great work on the 2 day conference in Natick. Before we started on May 9th we had about 40 attendees signed up to attend John Shefts Classes. On Tuesday opening day we had 54 sign in which was well over the quota for seats. We did get everyone in. We also had several attendees take membership applications and accomplished some great networking. I also want to thank Natick P.D. for their use of their station to have our training.

Also can’t forget the person that maintains all financials Sgt Ben Mackiewicz, great job! Ben was unable to show up due to a motorcycle accident he was injured in, but seems to be doing well. Rest up Ben.

As for Upcoming JuneTrainings, we have one more (1 day) at Natick which is open to supervisors, already have 28 signed up , so if interested please contact Lt Kevin Kennedy (read web site and download training application.) Good for Supervisors Other Good News from Cambridge Police Department , We heard from a reliable / confidential source that our own Lt Steve Williams was promoted to Deputy Superintendent. Well deserved! Congratulations from the MJPOA!

Lastly, our last General Membership meeting will be held in Marshfield possibly at the Bridgewaye Inn, near Humerock. We will discuss the success of this year and hope to address what we can do for next year. We now have over 38 paid members who have attended many of our meetings and trainings throughout this year. Presidents Message:

Well, this year has just flown by. The MJPOA has exceeded it expectations and goals of year 2006. In September we advised our membership that we will be in a rebuilding stage and will be having all members to re –apply their memberships. Well as of June 1, we now have 41 new members that have been attending trainings and meetings throughout the year.

The training has been exceptional throughout 2005/06 when we had our first training in Whitman, which included not only police officers, probation officers but also school administrators. This was all with the help from members from the Plymouth county DA’s office and others that came out to help us in our first training of the year.

This was followed up by training on Gang Violence that was conducted out in the Blackstone area of Massachusetts by members of the Mass State Police Gang Unit. This was with the help from one of our own Juvenile Officers John Tiernan.

In April we had a joint school safety conference which was held in Wakefield at the Sheridan Plaza. This was a co- sponsored training with the NASRO REGION 4 group under the direction of SRO Dan Perenick from Winchester Police and a member of the MJPOA and NASRO.

In May we had our annual two day juvenile training which was conducted by John Sheft and held at the Natick Police Department. We would also like to thank Natick Police and Lt Mason for the use of their facility. This training was organized by Lt Kevin Kennedy and Bob Quigley, thanks Kevin great Job! We had over 54 attendees.

In June, we had our final training and this was a one – day juvenile training which was also held at Natick P.D. and conducted by John Sheft. . This training was for shift supervisors, detectives. We had a great one day turnout and had over 49 who attended. Lt Kevin Kennedy and Bob Quigley were their to greet all attendees signing in to get their certificates.

Well, now to end the year we will be having our last meeting in Marshfield at the Bridgewaye inn. (See home page for directions.) Hope to have a great turnout and meet all of you before summer starts. We have a great ocean view.

Last, I want to thank all the executive board members for your continued help and support and we are looking for a few dedicated members that want to come aboard and work with the e- board and committees for next year.

Hope to see you June 20th!

Bob Quigley

Presidents Message:

Well, I hope everyone had a good summer and everyone stayed safe. I just wanted to express from the association thanks for all the great attendance at our trainings last year. Last August we set our goals for the upcoming year and we certainly reached them. As your President I said that we were in a rebuilding year. We raise our membership to 48 paid members, as well as having many that came out to our trainings from New Hampshire and Rhode Island . Our greatest surprise during the year was the joint training for the first time ever between NASRO/Region 4 and MJPOA. This was at the School Safety Conference in March that included well over 200 people.

This year we hope to continue with this type of training to the communities and what the MJPOA expressed to the Mass Chiefs of Police Assn last November. Your Executive Board will be meeting early September to discuss the upcoming year . The Training committee has been working all summer on some of this proposed training. We also plan to have a 2 day conference this year which will be similar to the 1 day School Safety Conference. As for Membership meetings we are only planning to have one general membership meeting in the fall and the last at the end of the summer being that many of you members are in schools and it is tough to get time off. Your executive board will be working hard for you to put on the best trainings. As members you will be receiving emails as a group to watch for trainings on the MJPOA web site and also upcoming meetings. This is your responsibility to watch this web site and read the emails to keep posted of what the MJPOA is doing.

We still have many of the same people taking on the task to run this organization , but they are dedicated and want to keep the MJPOA moving forward. I believe that the joint merger with training between the MJPOA/ NASRO REGION 4 shows we can work together instead of being all separate organizations. With financial difficulties around the state it is difficult to belong to several organizations. So we encourage all Juvenile, Safety, Sro's and DARE officers to come out to the trainings. You don't have to be a member to come out to trainings. Last is that all members need to have their annual dues sent to the MJPOA so we can put you on the 2007 roster and also please send your emails.

As soon as the e- board meets I will be sending out a September Golden Rule Newsletter. Anyone interested in sponsoring a site for trainings or meetings please contact me.
